Funding and Expenditures FINANCIAL PARTNERSHIPS Strong financial partnerships and solid financial commitments from local, state, and regional organizations throughout Federal Region 10 have evolved through the UTC 100 percent match requirement. In addition to cash and in-kind match for research projects, all scholarships, fellowships, and internships provided by PacTrans require a non-federal cash match.
